Joint Tamil Fisher Dialogue
A future advisory / civic dialogue concept. This is a research proposal, not an organisation, not a council, not a parallel authority. It is offered for fisher associations and researchers to consider on their own terms.

What this is not: not a state authority, not a shadow government, not a convening body, not a TLTE-led structure. The dialogue, if it ever forms, must be initiated and owned by fisher associations themselves.
