The StewardshipRegister
A document is not legitimacy. A list of holders that does not exist is worse than honest emptiness.
The two-layer rule applies here
Now (Aarambam). Most seats are sealed. Operational stewardship is held by the Founder, co-witnessed by a second Continuity Witness whose identity is carried by sealed identifier. This page reports exactly that — no aspirational holders, no invented council seats.
Becoming (Nilaiththanmai). Every council fills its seats through confirmed Archons. Every Keeper role has a named holder. Every Witness seat is publicly confirmed. The Register is updated every cycle in Tamil, English, and the supported languages, and every entry is co-witnessed by a minimum of two Witnesses.

What the Register commits to publish
This schema is fixed by Continuity Protocol Entry 4. It can be widened by Council resolution. It cannot be silently narrowed.
- Council name and the number of seats it holds.
- Number of confirmed Archons in each council, with status (sealed / founder-only / confirmed).
- Each Keeper role and its current holder (or 'sealed').
- Each Witness seat, with sealed identifier if name is not disclosed for safety.
- Term-remaining counter in era markers (never calendar dates).
- Conflict-of-interest declarations on file for every confirmed holder.
- Rotation calendar and any published slippage.
- Recall proceedings: opened, resolved, dismissed — with rationale.
- Charter amendments enacted in this cycle, with the Witness record (minimum two Witnesses).
Standing commitments
- The Register is updated every cycle. A skipped cycle is itself logged as slippage.
- The schema above may be widened by Continuity Council resolution. It may not be silently narrowed.
- Sealed seats are reported as sealed. Empty seats are reported as empty. The Register does not invent legitimacy by listing aspirational holders.
- Sealed-identifier entries (like `cw-02-aarambam`) are stable across cycles so a reader can track the same seat over time even before names are disclosed.
- Where personal safety requires, an Archon or Witness may be carried by recognised steward identifier until the diaspora-protection threshold is met. The seat is still recallable.
What this is. What it isn't.
This is the public, honest state of TLTE stewardship in the founding era — and the binding schema for every future cycle.
This is not a leadership roster, a board, an election result, or a claim that TLTE holds office. There is no office. There is the Charter, the Five Councils, the Continuity Protocol, and this Register.
