I write on behalf of the Transformative League of Tamil Eelam (TLTE C.I.C.), a UK-registered Community Interest Company that publishes citation-anchored civic evidence work for Members and APPGs. We are not a campaign, not a charity, and we do not solicit signatures or donations.

I am writing because we have just published a Tier-A evidence pack specifically prepared for parliamentary use:

It contains drafted Parliamentary Questions to FCDO, a methodology note, and pack-specific safety rules — including the rules that (a) we never name individual perpetrators, survivors, or families of the disappeared, (b) we never aggregate CRSV counts but cite UN / OHCHR / ITJP / PEARL figures verbatim, and (c) we frame any pre-2009 LTTE reference under UK Terrorism Act 2000 §12 historical-context discipline.

We are not asking you to sign anything. We are asking for a 20-minute conversation about whether the pack would be useful background for:

  · a Westminster Hall debate request on UNHRC follow-through;
  · a written PQ to FCDO on the status of the OHCHR Sri Lanka Accountability Project mandate; or
  · a brief mention in correspondence with constituents who raised Mullivaikkal at the constituency surgery.
