ECSL is a public design-research laboratory under the TLTE Institute. It reads existing reform records — PSNI Patten, ICAC Hong Kong, RNLI, Estonia X-Road, the UK ICO, IOPC — and writes a spec for a future civic public service rooted in restraint, transparency, multi-community service, women-led safety, and architecture against corruption.
