Response-Time Field
Expected arrival time at point (x,y) is a Voronoi-weighted sum over station locations, density-adjusted, with a stochastic congestion term.
Design study plaque · Response-Time Field
ECSL is a public design-research surface under TLTE. No service exists. No operational authority is claimed. In an emergency call UK 999, EU 112, or the relevant Sri Lanka emergency line.Formulae
R(x,y) = \min_{s \in S} \left[ \frac{\| p - s \|}{v_{s}(\rho(p))} \;+\; c_{s}(t) \right]\bar R = \frac{1}{|D|} \iint_{D} R(x,y) \, \rho(x,y) \, dx\,dyVariables
- S
- Set of station coordinates
- p = (x,y)
- Query point in the district D
- v_s(ρ)
- Travel speed of station s, decreasing in density ρ
- ρ(p)
- Population density at p
- c_s(t)
- Congestion / dispatch latency of s at time t
- R̄
- Population-weighted mean response time on D
Meaning
How long it would take a Public Safety, Fire or Ambulance vehicle to reach a point in the district under different station placements. Used to test where 'time-to-response' floors break down — typically the rural North-East — and to defend why the architecture must be village-node, not city-centred.

Now · இரு-அடுக்கு (1)
A planning instrument from urban operations research (Larson & Odoni). Used here to test whether a future civic service can promise honest arrival-time floors in rural-coastal North-East geography. No real coordinates, no live dispatch.
Becoming · இரு-அடுக்கு (2)
A planning surface a future service would publish — area-level, anonymised — so the public can see why a station goes where it goes, and what the residual rural-coastal time gap is.

Honest ceiling
R(x,y) is a planning tool. It does not direct a real vehicle, does not call any number, and does not promise any time guarantee.
