The Twelve Public-Service Principles

Twelve binding principles for any unit or model published on the lab surface. Every artefact ECSL ships cites at least one principle by id. The "honest ceiling" beneath each is the line we refuse to cross.

    Lawful by design

    Every artefact is anchored to existing UK / EU / international law before being published. Design research only — never advisory work that simulates a regulated activity.

    Names, imagery, station design and language are written for a population that survived war and disappearance — restraint, presence, predictability before assertion.

    Transparency as floor

    Use-of-force, complaint, response-time and budget statistics are published every era as a structural condition of operation, not a courtesy.

    Multi-community by default

    Every unit is designed to serve Tamils, Eastern Muslims, Up-country Tamils and Sinhala civilians in the same architecture. No service is ethnically gated.

    Privacy by design

    Minimum data, selective disclosure, role-based access, offline fallback, deletion path. Every Digital Civic Services pattern carries a DPIA-style note.

    We do not propose biometric mass-enrolment, function-creep databases, or any pattern resembling Aadhaar at population scale.

    Independent oversight

    Every operational unit is paired with a structurally independent oversight body whose budget cannot be cut by the unit it oversees.

    Civilian character

    Coast rescue is rescue. Public safety is safety. Civil defence is preparedness. No unit is allowed to drift into a paramilitary posture in language or design.

    We do not propose armed vessels, armed civil-defence corps, or any unit whose default posture is force projection.

    Sensitive posts rotate on a fixed cadence. No individual accumulates positional power across multiple eras.

    Every operational pattern proposed cites at least one comparative anchor and one OHCHR / OISL / ICG / Berkeley Protocol reference where applicable.

    Two-layer everywhere

    Every page, model, wordmark and dashboard carries both Now (TLTE today, citation-only) and Becoming (a future civic spec). Confusion between the two is the most serious design fault.
