The Charter & Hard Rules

The Eelam Civic Services Lab is a public design-research surface under the TLTE Institute. This page is the spec for what ECSL is allowed to do, what it is not allowed to do, and the architectural refusals it carries for as long as the surface exists. These rules are non-removable.

Twelve Hard Rules

  1. ECSL is a design-research surface only. No service exists. No authority is claimed anywhere on this surface.
  2. No impersonation of police, fire, ambulance, coast guard or any UK / SL / Indian / Indian Ocean authority. Typography only. No badge, no shield, no force-style logo.
  3. No militia framing, no command chain, no operational verbs ("deploy", "interdict", "patrol"). Verbs on ECSL are "design", "read", "specify", "model".
  4. Trauma-aware language by default — "Public Safety Service" not "Police"; "Coast Rescue" not "Coast Guard"; "Public Integrity" not "Internal Affairs".
  5. Bilingual Tamil/English in every unit name, model and dashboard label.
  6. Multi-community by default: Tamils, Eastern Muslims, Up-country Tamils and Sinhala civilians are designed-for in the same architecture.
  7. Women-led safety floor: Magalir Avai's safeguarding rules are the design floor for any safety-related unit.
  8. Two-layer everywhere: every operational claim is paired with a Now (TLTE today, design study) and Becoming (future civic spec).
  9. Every dataset on the public surface is stamped "sample · 0 verified this era". No live operational data is rendered.
  10. Every page carries the DesignStudyPlaque. Removing it is a doctrinal violation.
  11. In an emergency the public surface routes the reader to UK 999 / EU 112 / SL 119–110–111 / OHCHR Geneva / ICRC / UN RC Colombo.
  12. Sensitive operational specifics (any) are held in sealed runbook RB-11. They never appear on the public surface.

Five Architectural Refusals

We never claim authority.

Authority Map

ECSL is registered as a research output of the TLTE Institute. Its lawful frame is design research, comparable to the GOV.UK Service Manual, the College of Policing's research outputs, and university service-design programmes. Operational corruption reports, complaints and protection-of-civilians escalation always route to the existing lawful channels — never to ECSL.
