Function
Designs the architectural levers (audit, oversight, rotation, transparent procurement, public dashboards, whistleblower protection) that make corruption structurally difficult in a future civic service.

A design study, not an investigation. TLTE never investigates an individual, never names a serving official. Real corruption reports route to NCA (UK), SFO (UK), CIABOC (Sri Lanka), Transparency International, and the EU GSP+ Working Group.
