UTHR(J) is the foremost on-the-ground Tamil-civilian human-rights monitor for the Eastern Province from 1988 onward. Bulletins 37–40 (April 2004 onward) constitute the earliest independent documentation of the Karuna split's human consequences — killings of Eastern cadres loyal to the mainstream LTTE, civilian intimidation, and the early emergence of Karuna-group coercive recruitment practices in areas under Sri Lankan security-force protection.
