Joint LTTE–UNICEF Action Plan on children affected by war (Kilinochchi)

First formal LTTE-UNICEF action-plan framework on children affected by war, agreed at Kilinochchi on 4 March 2003 and signed in formal form in August 2003 with the Government of Sri Lanka. By the time of HRW's Living in Fear (Nov 2004), HRW concluded the Action Plan had not been complied with — 'from June 2003 through September 2004, the number of new cases of recruitment or re-recruitment was more than double the number of children released.' UN SG S/2007/758 records that LTTE later insisted only children born after 1 January 1990 (17-year-old children) would be released — non-compliant with OP-CAC under-18.
