Tripartite Action Plan — Government of Sri Lanka, TMVP and UNICEF
tlte-cite:tmvp-gosl-unicef-action-plan-2008Tripartite Action Plan signed in Colombo on 1 December 2008 between the GoSL, TMVP and UNICEF, committing TMVP to release all children in its ranks and provide reintegration assistance by 1 January 2009. UNICEF estimated 133 children associated with TMVP as of 31 October 2008 (61 then under 18; 71 recruited while under 18). This was the first signed action plan with the Karuna group / TMVP — prior 'engagement' had, in the UN SG's own words (S/2007/758 §45–46), been characterised by 'bad faith on a number of occasions, including leading the United Nations to a falsified training camp in Batticaloa and re-recruiting children within days of releasing them in the presence of UNICEF.'
