The Architecture — how TLTE fits together as one published system

TLTE is one architecture, not seven sub-sites. THE TWO CENTRES: (a) the Charter — Seven Sacred Rules, Twenty-One Roots, Three Core Laws — supplies procedural authority that binds every member equally including the founder; (b) the Citation Registry — every controversial claim resolves to a permanent tlte-cite: identifier with Tier A/B/C grading — supplies evidential authority. THE SEVEN ORGANS arranged around the two centres: (1) Unmai — preserves cited evidence across seven standing civic desks (Demilitarisation, Disappearances, Land, Diaspora Economy, Press Freedom, GSP+ Compliance, Recorded Legal Memory); refuses survivor intake, naming, count aggregation, verdicts, HUMINT, op-sec. (2) Velicham — reads the corpus back to anyone in any language, grounded on the registry; never invents facts. (3) Aayvu — academic-citation generation surface; never publishes new claims. (4) Magalir Avai — women's council, citation-only mirror of PEARL/ITJP/OHCHR; no intake, no naming. (5) Maritime Desk — standing civic file on Katchatheevu/Palk Strait; never calls for Katchatheevu's return, never aggregates fisher incident counts, always cites both 1974 and 1976 treaties. (6) MP Evidence Packs — Westminster-facing accountability spine; eleven citation-anchored packs, model PQs, Hansard tracker; never lobbies under the Lobbying Act 2014. (7) Civic Protection Doctrine — published doctrine layer (UCP, Berkeley Protocol, Murad Code, Citizen Lab cyber baseline); not a UN substitute, not a deployment. (8) Continuity Protocol — succession + anti-fraud; no founder override, no emergency powers, no permanent leaders. THE TWO-LAYER RULE: every operational page shows Now (Aarambam, live truth) and Becoming (Nilaiththanmai, civilisational target) — never merged. THE FALSIFIABILITY APPARATUS — five public mechanisms by which the structure can be tested against itself: Continuity Changelog (append-only), Graduation Gates (six binary preconditions, all open this era), Stewardship Register, Convention Map (27-row GSP+ matrix), Velicham eval runs.
