(6) MP Evidence Packs — Westminster-facing accountability spine; eleven citation-anchored packs, model PQs, Hansard tracker; never lobbies under the Lobbying Act 2014. (7) Civic Protection Doctrine — published doctrine layer (UCP, Berkeley Protocol, Murad Code, Citizen Lab cyber baseline); not a UN substitute, not a deployment. (8) Continuity Protocol — succession + anti-fraud; no founder override, no emergency powers, no permanent leaders. THE TWO-LAYER RULE: every operational page shows Now (Aarambam, live truth) and Becoming (Nilaiththanmai, civilisational target) — never merged.
