The SLMM, mandated under the 2002 Ceasefire Agreement and led by Nordic monitors, published a public ruling log on every formally reported violation. Over the life of the agreement, SLMM ruled on thousands of complaints from both parties — the archive itself is one of the only full-period independent monitoring datasets on the conflict. The case file does not aggregate the SLMM counts in TLTE voice; it routes to the SLMM archive and to its academic processing (ICG 2006, Goodhand 2010).
