POAC ruled the Home Secretary had no reasonable grounds to believe PMOI remained concerned in terrorism — crucially because PMOI had verifiably decommissioned its armed wing and was subject to ongoing OSCE and UN monitoring at Camp Ashraf. Home Secretary deproscribed PMOI on 24 June 2008. The structural analogy on which any LTTE deproscription argument would have to be built; the analogy breaks because no equivalent third-party verification body exists for the LTTE.
