Editorial gloss

POAC PC/06/2022 dismissed all four grounds of the TGTE deproscription appeal on 21 June 2024 but expressly noted that the Home Secretary's Ministerial Submission had OVERSTATED the number of states proscribing the LTTE and misstated other matters (errors not held material to the outcome). Ground 1 (cellular-structure theory) was upheld with POAC noting at §115 that 'at first blush' it was no more than an assertion. Ground 2 turned on the 4 July 2020 IED death on Black Tigers' Day and the 2 December 2020 claymore-mine cache. The judgment is the live UK precedent for any future POAC application.
