Academic working paper on Northern Province youth unemployment: 'The unemployment rate among the youth is 14.5% in the Northern Province. At the district level, the highest unemployment rate of 20.3% was observed in the Kilinochchi district. Additionally, it is 17% in the Mannar district, 13% in the Jaffna district, 11.7% in the Vavuniya district and 11.1% in the Mullaitivu district.' The 20.3% Kilinochchi figure is the most district-precise published youth-unemployment number for the N-E.
