No. 16426152, operating under UK Terrorism Act 2000 §12 academic-discussion protections, GDPR/UK-DPA, Equality Act 2010; no extraterritorial authority. (2) Charter — Seven Sacred Rules, Twenty-One Roots and Three Core Laws bind every member equally including the founder; no founder override, no emergency powers, no permanent leaders. (3) Cited evidence — every controversial claim resolves to a permanent tlte-cite: ID with Tier A/B/C grading; we never assert facts in our own voice that are not publicly checkable. (4) Voluntary association — TLTE speaks only for Council members who accept the Charter; it does not claim to speak for the Tamil people, the diaspora, or the homeland. (5) Falsifiability — Two-Layer rule (Now/Becoming), Continuity Protocol, Stewardship Register, Recall Dry-Run and Institutional Reception Ledger exist so the structure can be tested against itself in public. REFUSED: not sovereign authority (no territorial claim, no passports, no taxes, no elections for office); not the authority of any armed movement (does not continue, inherit, archive or rehabilitate the LTTE); not the authority of charity (not a registered charity, no donations, no gift-aid); not the authority of a single person (no leader, no founder-with-final-say, no chairperson, no life seat); not the authority of secrecy (decisions published, identities and vulnerability maps protected); not the authority to investigate or judge (no intake, no naming, no counts, no verdicts — investigation belongs to OHCHR, ITJP, PEARL, OMP, Mnemonic, UN CED, accredited courts). FAILURE CONDITIONS: if TLTE installs a permanent leader, asserts a fact without a citation, names a survivor or perpetrator or serving officer, or opens survivor intake before the six Graduation Gates close, it has breached its own published rules and the breach is appealable through the Stewardship Register.
