The instrument is NOT a referendum, NOT an election, NOT a mandate, NOT a census, NOT a count of who agrees with TLTE, NOT crowdfunded legitimacy, NOT a vote of confidence. It is a methodologically defensible reading, grounded in Recerca 2021 + red-dwarf, re-implemented in-house. It cannot produce '99% of Tamils support X' (DP noise + k=25 floor + opinion-mapping make that structurally impossible) and cannot represent the diaspora (N is always self-selected). Karuthu Vellam exists because a cited, era-stamped reading produced by a structure that publishes its own refusals is the only legitimacy claim that survives /on-what-authority.
