UTIAC Country Guidance case distinguishing LTTE membership from non-violent Tamil separatist political activity. Recognises that pro-Eelam advocacy is not in itself equivalent to terrorism but that the Government of Sri Lanka makes no such distinction. Creates the asylum-policy framework that protects Tamil pro-Eelam political claimants — and the structural incoherence in which UK Schedule 2 listing can, absent care, reinforce the GoSL conflation UK courts do not endorse.
