Karuthu Vellam (கருத்து வெள்ளம் · 'the flow of opinion'), also offered as Makkal Pathivu (மக்கள் பதிவு · 'the people's record'), is the diaspora opinion-mapping instrument at /mandate. It is NOT a referendum, NOT an election, NOT a mandate, NOT a census, NOT a count of who agrees with TLTE, and NOT crowdfunded legitimacy. It IS a cited, era-stamped reading of where the diaspora's positions cluster on questions drawn from MP Packs, Unmai desks, Magalir Avai, and the Case Organ. Pol.is-derived methodology, re-implemented in TypeScript inside this archive so the math is owned, versioned per reading, and auditable. Cookie-pseudonymous (sha256(cookie + per-set salt)); no phone, no email, no name, no biometric. Live counter is Laplace-noised (ε ≤ 1.0); cohort cells suppressed below N=25 (k-anonymity); opinion-space map (PCA + k-means) publishes once per era-week, never live.
