Adopted partly in response to the Taliban's destruction of the Buddhas of Bamiyan (2001) and the Mosul Museum (2003), this Declaration explicitly condemns "the intentional destruction of cultural heritage" as a crime under international law and calls on states to prevent such destruction regardless of armed conflict. Its preamble's invocation of "the tragic destruction" of heritage by states provides direct normative grounding for the cultural-genocide framing of the Jaffna burning, even though it postdates the event.
