HRW's principal documentation of Sri Lankan-state responsibility for enforced disappearances and abductions Dec 2005–Dec 2007. More than 1,500 reported missing in that period; HRC of Sri Lanka recorded ~1,000 in 2006 and >300 in the first four months of 2007; in Jaffna, the UTHR(J) recorded 948 missing Dec 2005–Oct 2007 of which 684 remained unaccounted for. In 21 of 37 Jaffna cases HRW documented directly, 'evidence strongly suggests that the perpetrators were members of the armed forces.' Documents Karuna group and EPDP operating in close coordination with Sri Lankan security forces, including screening of internally displaced persons in late 2006 / early 2007 leading to subsequent disappearances.
