Editorial gloss

Original 1997 US FTO designation of the LTTE under the Antiterrorism and Effective Death Penalty Act of 1996, codified at 8 U.S.C. §1189. Review cycle under §1189(a)(4)(C) requires the Secretary of State to review every five years and revoke if criteria are no longer met. The designation has been reviewed and maintained at each cycle and the LTTE remains on the SDGT list under E.O. 13224.
