Editorial gloss

Canada listed the LTTE as a terrorist entity on 8 April 2006 by Minister of Public Safety designation. Under s.83.05(9) any person may apply to the Minister for de-listing; the Minister must review all listings every two years; the Federal Court may review ministerial decisions. No de-listing application by Canadian Tamil diaspora has succeeded.
