Editorial gloss

The 1921 Rapporteurs' Report denied the Aaland Islanders' claim to detach from Finland and attach to Sweden but expressly preserved the safety-valve: separation may be the 'last resort' where the parent state proves itself unable or unwilling to grant guarantees of minority protection. The Rapporteurs' qualification has been read for a century as the foundational textual hook for remedial secession.
