Report of the International Committee of Jurists upon the Legal Aspects of the Aaland Islands Question
tlte-cite:aaland-jurists-1920The 1920 League of Nations Committee of Jurists held, in the Aaland Islands dispute between Finland and Sweden, that whether a national group's claim to separate from the parent state remained exclusively within that state's domestic jurisdiction depended on conditions of acute political conflict and the state's capacity and willingness to guarantee minority rights. The Jurists' Report is the earliest authoritative statement that minority self-determination is not categorically a matter of domestic jurisdiction. Paired with the 1921 Rapporteurs' Report it forms the doctrinal foundation of every later remedial-secession theory.
