USTPACUS Tamil Political Action Council (USTPAC)
USTPAC is the US-based Tamil political-advocacy organisation that has consistently brought Sri Lanka accountability to Capitol Hill, supported US-side sanctions advocacy, and contributed to UN Human Rights Council engagement from Washington.
USTPAC's structural contribution to the case file is in the US legislative theatre: country-conditions language in State Department reports, sanctions advocacy under existing US authorities, and member-of-Congress engagement on accountability mechanisms.
