Autonomy with alignment
CityNodes control local programs, schedules, community engagement, and commerce execution. They align with the Spine — Aram ethics, identity standards, Min accounting, reporting schemas — without surrendering autonomy.
Cross-City recovery
If a City weakens, neighbouring Cities send mission assistance, communication reinforcement, and Pod stabilisation teams.
