India · the Union
The Union's statutory frame protects Eelam Tamils on paper and by welfare practice, but leaves them stateless-by-design — no domestic refugee statute, executive discretion throughout.
Tamil Nadu · the sub-national ally
Tamil Nadu carries electoral and moral solidarity across every party — DMK, AIADMK, PMK, MDMK — but is constitutionally a state, not a sovereign. It can resolve, fund, and shelter; it cannot bind Delhi.
China · the structural shield to Colombo
The PRC lens is structural, not ethnic. Beijing has low direct interest in Tamil suppression, but its port infrastructure, debt exposure, and HRC voting behaviour materially shield Colombo from accountability pressure.
Indian Ocean · the surround
The maritime frame is the one place where international law reliably outranks Colombo. UNCLOS, cable-cut norms, and the QUAD MDA pillar create shields; SL flag-state authority over fishers creates the exposure.

- — Structural, not ethnic: the China lens cites HRC votes and port filings, not diaspora rhetoric. We do not demonise Han Chinese, Sinhalese, or Indian civilians.
