The International Truth and Justice Project (ITJP) has, in its 13 July 2026 Chemmani report, publicly named a shortlist of Sri Lanka Army officers for command-responsibility scrutiny. ITJP is the naming authority. This page exists so that MPs, journalists, and UN submissions officers can locate the primary document. The names, ranks, and alleged periods of command are ITJP's findings, not TLTE's.
Hard rules
- TLTE does not originate any name on this page. Every named individual is publicly named by ITJP in a document that pre-dates this page.
- The Dossier 07 Karuna-split naming exception does not extend here. Add-ons — new names, ranks, unit chains, or biographical detail beyond what ITJP has published — are refused.
- No photograph. No family. No home town. No serving-unit real-time location. TLTE is a citation layer, not a locator.
- UK Terrorism Act 2000 §12 line respected. Naming state perpetrators in the accountability record is a lawful public-interest citation, not glorification of any proscribed party.
- If ITJP retracts, updates, or amends a naming, TLTE amends this page in the same era-week. Correction discipline is the point of the mirror.
Why this page does not reproduce the name-list
A search-indexable mirror of a perpetrator shortlist changes the epistemic weight of the record without adding to it. The archive purpose is served by naming the source precisely and by making the route to the source uncomplicated. Consult ITJP directly.
