On Wednesday, 22 July 2026, a high-level European Union diplomatic delegation walked the Chemmani / Ariyalai Siththupaththi Hindu Cemetery excavation site in Nallur, Jaffna, under authorisation of the Jaffna Magistrate's Court granted two days earlier. Five ambassadors were on the ground: Carmen Moreno (EU), Damiano Francovigh (Italy), Dr Felix Neumann (Germany), Rémi Lambert (France), and Wiebe De Boer (Netherlands). Members of the Association of Relatives of Enforced Disappearances met the delegation with a written memorandum renewing the long-standing family demand for an independent international investigation.

Judicial record on the day

  • Skeleton No. 429 was catalogued in a seated / meditative posture; an infant skeleton was recovered beneath a larger set of remains.
  • Artefacts under judicial custody include rings, jewellery, coins, partly-burnt bones, infant feeding bottles, school bags, and children's toys.
  • Since the visit: 471 on 23 Jul, 478 on 24 Jul (including headless remains and one body recovered in a raincoat), and 480 identified / 479 fully exhumed on 28 Jul across 96 days of work, at which point the third phase was halted with resumption reported for 4 August 2026 (Tamil Guardian, 23 / 24 / 28 Jul 2026).
Why this matters

Five EU member-state ambassadors were placed on the ground of the largest identified mass grave on the island of Sri Lanka while the count was still rising. The families of the disappeared handed them the demand directly. That combination — Tier-A diplomatic witnesses, families with a written memorandum, court-authorised entry — is now on the public record.

The visit sits inside the standing OHCHR Sri Lanka Accountability Project (OSLAP, HRC res. 46/1 → 60/1) and alongside UN Joint Allegation Letter AL LKA 1/2025. Any subsequent European action will be read against that record. It follows, and does not replace, UN High Commissioner Volker Türk's site visit in 2025.

At time of writing, no on-record statement has been issued by the delegation itself and no formal EEAS readout has been located in Tier-A sources. The Institute will not put words in the delegation's mouth. What is on record is the fact of entry, the composition of the delegation, and the families' demand as handed over.
