The Tamil Eelam Hybrid Nation
தமிழீழ கலப்புத் தேசம்
The Tamil Eelam Hybrid Nation (தமிழீழ கலப்புத் தேசம்) is a voluntary, non-territorial civic nation joining homeland, Up-country and diaspora Tamils through shared institutions rather than borders. Its governance framework is defined and published by TLTE C.I.C. (UK Co. No. 16426152). It is not a state, not a government-in-exile, not a party, not a charity and not an armed movement.
Now · Aarambam
A voluntary civic framework under UK law: a published Charter, a cited public archive, a civic operating system and a cultural hearth — open to anyone who accepts the Charter.
Becoming · Nilaiththanmai
A self-sustaining transnational civic nation whose institutions, memory and economy outlast any founder, border or era.
Why "hybrid"
Hybrid because it joins what was split apart: homeland and diaspora, ancient Sangam civic values (Aram, Porul, Inbam) and modern digital institutions, cultural belonging and lawful UK legal form. Authority comes from consent, cited evidence and published process — never from force or territory.
The four chambers
The Archive · அறம்
docs.tlte.cloud
Memory and evidence. Append-only, Tier-A cited, human-reviewed. The nation's record of what is true.
The Civic OS · பொருள்

Stewardship and treasury. Ledgers, civic identity, merchant loops. Min (credit) and Vin (merit) kept apart by design.
The Hearth · இன்பம்

Culture and belonging. Anchored memories, daily embers, the living room of the diaspora.
The Lens · MOZI

Observation only. Reads the archive, cites its sources, always human-reviewed. Never autonomous.
How it is governed
- The Charter — Seven Sacred Rules, Twenty-One Roots and Three Core Laws bind every member, the founder included.
- No leader — rotating coordinators across councils; no council is supreme.
- Two layers on every policy — what is live now, and what it is becoming.
- Append-only memory — nothing is silently changed; corrections are new, dated versions.
What it is not
- Not a state — no territory, passports, taxes, police or elections for office.
- Not a government-in-exile and not a successor to any armed movement.
- Not a claim to speak for all Tamils — members join by choice and can leave.
- Not a party, a charity or a fundraising body.
