A child finds a flame-bud in wet ground at night. Nothing about the ground has changed. What has changed is that the flame is now witnessed, and a witnessed thing can be recorded.

TLTE C.I.C. is incorporated in England and Wales. It holds no territory, bears no arms, contests no election, and takes no intake from survivors. It documents, and it publishes the method by which its documentation can be checked.
Every claim in this volume carries a source. Where the source is thin, the book says so on its own gaps page rather than waiting to be caught.

The corridor is the argument. Twenty-two steps, each one a lawful route to a shared future, each one closed by ordinary constitutional means rather than by war.

This is not a claim that violence was justified. It is a claim about the state of the doors — a falsifiable claim, which is why it is stated as a function and not as a grievance.
The sequence runs from the 1948 Citizenship Act through standardisation, the 1972 and 1978 constitutions, the abrogation of pacts, and the Sixth Amendment, which made the peaceful advocacy of a separate state itself an offence.

A door reopens the moment a lawful, non-punitive route to constitutional self-government exists and can be taken without loss of seat, liberty, or livelihood.
The function is written so it can go up. If a single door reopens, N(t) rises, and this book is wrong in the reader's favour.
Reopening is the outcome the archive is built to make legible — and to record faithfully if it ever happens.
What is not yet true
The 22-step sequence is a reading of the record, not a court finding. It is contestable step by step, and every step carries its source so it can be contested.
The Sixth Amendment's chilling effect on lawful advocacy is well attested; the individual-level cost has never been systematically counted, and this archive does not count it.

The Diaspora Law Index holds 124 instruments. Thirty-nine protect: ICCPR, ICERD, CAT, ECHR, the Refugee Convention, the Genocide Convention, and domestic equivalents. Forty-one restrict: proscription regimes, the UK Terrorism Act 2000, Sri Lanka's PTA and its successors. Thirty-two enable: Magnitsky-style sanctions, universal jurisdiction, GSP+ conditionality, FATF and APG mutual evaluation.
An instrument that exists but is never invoked has the practical force of an instrument that does not exist. The gap between the two is the enforcement gap, and the enforcement gap is measurable.
This archive does not litigate. It prepares the evidentiary conditions under which someone who can litigate will not have to start from nothing.

The Contained Fire

Fire held in an open palm is still fire. It is simply accountable for where it goes. Eight functions, each with a falsification condition printed beside it.

None of them forecast. None of them score a person, a village, or a community. Several are deliberately capped at province level so they cannot be repurposed as targeting instruments.

The Refusals

A barred door is a published position. An institution is defined less by what it offers than by what it declines when declining is expensive.

No arms. No territory. No party. No survivor intake. No naming of perpetrators. No aggregate casualty counts of its own. No verdicts. No forecasting. No surveillance, no geotagging, no HUMINT. No representative mandate over anyone who has not consented.
These are not modesty. Each removes an attack surface. A body with no money to seize, no members to prosecute for association, and no intelligence function cannot easily be criminalised — and its record therefore survives.
The Refusal Ledger publishes each declined request and the ground it was declined on, so the refusals can be checked rather than believed.

The Architecture

Seven organs: Unmai (preserve), Velicham (respond), Aayvu (study), Magalir Avai (women's council), the Case Organ (argue), Kaṇṇāḍi (self-audit), and Continuity (survive).
The governing rule between the inward and outward faces is one sentence: consent governs inward, citation governs outward. Membership never becomes a mandate.
Toward its own consenting members, TLTE is a Hybrid Nation with a charter and organs. Toward states, courts, and treaty bodies it makes exactly one claim: the record is accurate, and here is how to check it.

The Reckoning

An archive that only writes is a library. An archive that issues objects — cards, dossiers, envelopes, submissions — is an instrument. This movement is the instruments.

Chemmani. A mass grave site under judicial excavation, with the identified remains count rising through the founding era and published here with its source each time it moves.
The Balachandran Envelope. A twelve-year-old boy, photographed alive in custody and dead two hours later. The archive does not argue the case; it assembles the photographic and forensic record already established by the UN Panel of Experts, OHCHR, and independent forensic review, and issues it as a filing-ready object.
The instruments are deliberately physical. A card in a hand and a dossier on a desk survive a takedown notice; a URL does not.

The Chemmani count is a state-judicial figure reported through media and monitors. It is cited as such, not as an independent finding of this body.
The dispatch register is sealed during the founding era. Sealed material cannot be audited by the reader, and the book records that as a limitation, not a feature.
Movement Seven · the chain, the custody, the carried standard
Continuity & The Charter

One heated link in a long cold chain. The question a stateless body must answer is not what it can do while its founder is present, but what happens the day he is not.

Founder custody doctrine: the founder holds no assets, no keys, and no private inventory belonging to the body. Family property is excluded from the body entirely, in both directions.
Key material is split across multiple jurisdictions under a Shamir threshold; no single holder — least of all the founder — can act alone.
The Continuity Changelog is append-only. Events are stamped by era-week, never by calendar date, so the record cannot be quietly re-dated.
Sudarkkal is the carried form: a cryptographically instantiated artifact that lets a member verify the archive is still standing without trusting the person holding it.

The citations table in the running archive is empty against several hundred in-page citation glosses. The glosses are accurate; the machine-readable registry behind them is not yet populated.
The trust vehicle is designed and unfunded.

The constitutional body does not trade. A separate commercial layer does, so the archive is funded by trade rather than by appeals.

VinMin Ltd is the commercial layer. It is a company; it is not an organ, and nothing it earns confers standing inside the constitutional body.
Min (மின்) is a closed-loop internal contribution credit powering a cosmetic marketplace. It is not a currency, not tradable, and not redeemable outside the loop. At maturity it is a pure non-tradable energy marker.
Vin (வின்) is the standing ladder — six tracks, ten rungs, earned only by documented civic contribution. Four structural locks make it unpurchasable. Min cannot buy Vin. That sentence is the whole anti-capture design.
