This book is an instrument, not an appeal. It records what a stateless civic body has actually built, at the exact size it has built it, in the founding era.
TLTE C.I.C. is incorporated in England and Wales. It holds no territory, bears no arms, contests no election, and takes no intake from survivors. It documents, and it publishes the method by which its documentation can be checked.
Every claim in this volume carries a source. Where the source is thin, the book says so on its own gaps page rather than waiting to be caught.

The spark is not the institution. The institution exists so that the spark is not the only thing that survives.
