Seven organs: Unmai (preserve), Velicham (respond), Aayvu (study), Magalir Avai (women's council), the Case Organ (argue), Kaṇṇāḍi (self-audit), and Continuity (survive).
The governing rule between the inward and outward faces is one sentence: consent governs inward, citation governs outward. Membership never becomes a mandate.
Toward its own consenting members, TLTE is a Hybrid Nation with a charter and organs. Toward states, courts, and treaty bodies it makes exactly one claim: the record is accurate, and here is how to check it.

What is not yet true
- 01Most organs are single-operator in the founding era. The architecture is real; the staffing is not yet.
- 02No accredited certification has been obtained. Alignment is claimed as practice, not as certification.
- 03The Kaaval Koḍi is published as a civilisational commons; adoption beyond this body has not been tested.
