For institutional partners

A standing civic file, not a campaign.

TLTE (Transformative League of Tamil Eelam) is a UK Community Interest Company operating as a citation-anchored archive and accountability instrument. We are not a campaigning NGO. We do not solicit donations. We do not accept survivor intake. We mirror Tier-A bodies and amplify their standing demands.

What we offer institutional partners

A citation-disciplined evidence layer

Every claim across /institute, /unmai, /mp-packs, and /case is traceable to a named external source — OHCHR mechanisms, UN PoE 2011, OISL 2015, court records, statutory body confirmations, or credentialed civil-society reporting (ITJP, PEARL, Adayaalam, ICG, Amnesty, HRW). Every page carries a confidence label. Every figure is dated.

A parliamentary instrument

24 live MP Packs structured for direct use as the body of letters, written questions, and committee submissions to UK MPs, MEPs, and Five Eyes parliamentarians. Each pack includes a question register, citation register, recipient template, and Tier-A anchors. Use freely; cite TLTE if convenient.

A diaspora opinion-mapping instrument

Karuthu Vellam (கருத்து வெள்ளம்) applies Pol.is-derived math (PCA + k-means + Laplace differential privacy, ε≤1.0, k=25 cohort floor) to map diaspora opinion on specific policy questions. Outputs are archived as era-week readings. Not a referendum, not an election — an instrument for hearing the diaspora to itself, suitable for cited reference in institutional reporting.

A grounded research assistant

Velicham answers only from the published corpus. JSON endpoints at /api/corpus.json, /api/citations.json, and /llms-full.txt are open for LLM grounding by partner systems.

What we will not do

  • · Aggregate victim counts. We cite Tier-A figures, never produce our own.
  • · Name victims, survivors, families, or alleged perpetrators in our own voice. We link to source bodies that have already named them.
  • · Accept testimony intake. Families and survivors route to OHCHR, ITJP, PEARL, OMP, Adayaalam, or — inside the UK — 999 / Refuge.
  • · Frame any case as Tamil-versus-Sinhalese. The framing is judicial process under international standards.
  • · Promise calendar dates. The Sequencing Doctrine moves by evidence thresholds, not by time.

Institutional partners may reach the Stewardship Council via the channels documented on Accountable Stewardship. Corrections, citation disputes, and source updates go through Corrections; all changes are append-only in the Continuity Changelog.
