Sri Lanka's north-east was not only a war zone. Between 1972 and 2009 it was a testing ground where international suppliers, state counter-insurgency doctrines, non-state innovations, and rival Tamil political experiments were all run in parallel. The Laboratory audits the tests, grades every claim against Tier-A sources, and holds every attribution gap open. Nothing here strengthens or weakens the self-determination case by rhetoric — the case is procedural before it is political.
