A UK-jurisdiction prototype consisting of: (a) the CIO Foundation registration; (b) the CIC Land Hub vehicle for the Civic R&D Studio; (c) the Library & Memory Wing's standards-conformant catalogue; (d) the Forensics Referral Desk; (e) the Land & Stewardship Registry as a standards-mirror.

- — Companies House CIC registration with community-interest statement.
- — Charity Commission CIO registration with charitable objects.
- — First Annual CIC Community Interest Report (template in MP Pack #25).
- — Publication of the Hub doctrine, legitimacy stack, comparative precedents, calendar, risk register.
- — First UNESCO Memory of the World pre-nomination dossier prepared for partner carriage.
- — MoU shortlist negotiated (sealed pending signature in Vault RB-12).
Forbidden in Phase 0
- — Any homeland field activity.
- — Any intake of any kind on a Hub surface.
- — Any monetary instrument under TLTE issuance.
- — Any use of Min credits on the Hub surface during Phase 0.
Graduation
Gate 4 of the Sequencing Doctrine — operational expansion locked until the first three gates have closed.
