What every envelope contains

Send doctrine
Identical contents
Every one of the envelopes carries the same five items in the same order. No recipient receives a tailored appeal, a private annexe, or a back-channel note. Symmetry is what separates this from lobbying.
Institution-not-officer, absolute
Address blocks name an institution and a desk. No individual mandate-holder, editor, official, or Member is named on any envelope, insert, register row, or manifest field.
Single registered return address
Every envelope carries the TLTE C.I.C. registered office as its sole return address. No diaspora member's home address appears on any item, in any tier, at any point.
No shipment into Sri Lanka
Nothing is posted to, through, or care-of any address inside Sri Lanka. Fisher-safety and PTA §3(g) exposure are non-negotiable refusals in every era.
No ask
The envelope asks one question and requests nothing. There is no petition, no signature request, no donation route, no meeting request. The recipient's response record is the instrument.
Digital parallel where the desk accepts one
Where an institution operates a formal submission channel — ICC Article 15 communications, OHCHR Special Procedures, treaty-body individual communications — the identical pack is filed through that channel as well, so the record exists in both registers.

Standing refusals
- Never a memorial or martyr surface.
- Never a VP-rehabilitation surface, in any era.
- Never a route for posting cards or evidence into Sri Lanka.
- Never names a serving officer or an alleged perpetrator — attribution routes via ITJP, OHCHR, and the UN Panel of Experts.
- Never aggregates custodial-killing counts in TLTE's own voice.
- Never conflates this campaign with any reading of LTTE conduct.
The envelope adds no evidence. Every anchor it carries is already on a public international register. What it does is place that record on one hundred and ten desks at once, under identical terms, with a public response ledger attached — so that the question of who answered, and who did not, becomes a fact of the record rather than a matter of recollection.
