Seven rules govern this organ. Rules 02 and 03 are the load-bearing two; the rest hold the frame around them. All seven are baked into the code that renders every track page — they are not optional.
An institution appears on /outreach only if it is already substantively cited somewhere in the archive. No wishlist. No cold list of impressive-sounding bodies. This keeps the outreach layer disciplined and prevents drift into aspirational or performative naming.
Public rows name the institution, mandate, or programme — never the individual programme officer, mandate holder, editor, or MP. Even when a target institution's own website names the officer, this archive does not carry that name.
When a first letter is sent, the ledger records status as in quiet window (era-week of send). Only after 30 days does status flip to the real state — awaiting reply, declined, meeting held, or published outcome. Cautious officers who prefer private first contact are not publicly cornered.
Track pages show the template letter and the rationale. The actual sent correspondence stays private. This preserves the discipline of a public archive without exposing the content of individual exchanges.
Every track page carries Now (Aarambam) — what is operationally true this era — alongside Becoming (Nilaiththanmai) — the mature-form target. The reader can always tell the two apart. Same rule as every other organ of the archive.
No calendar dates in public copy. Era-week markers (aarambam-w014 etc.) are used throughout so the archive remains a civilisational instrument, not a news feed.
Headlines read we have written to X — never X has not responded. A non-reply is not framed as failure of the institution; it is a state of the ledger, presented without adjectival weight.
