Adopt

Standards-publication discipline. Continuity through institutional design rather than charismatic leadership. Multi-decade horizon.

Refuse

Government-in-exile framing. State-equivalent claims. Symbolic ministries TLTE would not staff or fund.

Accreditation discipline (ISO/IEC 17025). Family-engagement standards. Multi-conflict applicability — the standard partner the Hub refers to.

Refuse

Becoming an ICMP analogue under TLTE. The Hub does not run a DNA lab.
